ZONING CODE 

We hope you find the new format more user friendly and easier to read. Instead of one document, the Zoning Code is separated by chapters and further divided into sections to help you find the information you need quickly and efficiently.

GEOCIVIX PLAN REVIEW
The Electronic Plan Review system is for all applications reviewed by the Lebanon Regional Planning Commission. Or if you have already signed up as a user, you can submit your projects directly through the

5 STEPS OF THE RESIDENTIAL DEVELOPMENT PROCESS

The departments of Engineering, Planning, Building Inspection and Utilities have created a 5-step process for developers building single family, two family and townhomes in the City of Lebanon. This process is necessary for receiving a Certificate of Occupancy. For more information go to Residential Development Process.

PLANNING ACTIONS OF THE CURRENT PLANNING AND DEVELOPMENT DEPARTMENT

Current planning consists of providing assistance to applicants as they consider the development of their property, relocating their business to the City of Lebanon, and serving our councilors, commissioners and committees. In addition, this department will be:

  • Updating, maintaining and administering the Zoning Ordinance (Title 14)
  • Manages the Development process in conjunction with the Engineering Director
  • Manages Staff review of all of the following:
    • Site Plans
    • Plats
    • Construction Documents
    • Rezonings
    • Specific Plans
    • Plot Plans
    • Right-of-way Abandonments 
    • Certificate of Occupancy
    • Future Land Use Amendments
  • Coordinates and Leads Developer Meetings
  • GeoCivix Support and Administration 
  • Transportation Planning in conjunction with the Traffic Engineer
  • Assures State requirements are met for neighborhood meetings through letters and advertising
  • Capitol Project representative in conjunction with the Capital Projects Manager
  • Provides all reports, maps and documents
  • City Council ordinances and resolutions are drafted by Staff
  • Annexations and Plan of Services
  • Ongoing study of regulations from peer communities
  • Presentations for school education
  • Zoning letters
  • Maintains the current Planning Commission Project Map

    The Regulation Purposes have been designed to:
  • Lessen congestion in the streets.
  • Secure safety from fire, panic and other dangers.
  • Provide adequate light and air.
  • Prevent the overcrowding of the land.
  • Avoid undue concentration of population.
  • Facilitate the provision of transportation, water, sewage, schools, parks and other requirements.

These regulations have been made with reasonable consideration, among other things, as to the character of each district and its suitability for particular uses, and with a view of conserving the value of buildings and property and encouraging the most appropriate use of land throughout the city.
