Traffic Management Program
Program Purpose
As population and vehicular traffic continue to grow in the City of Lebanon, major roadways and intersections are becoming more congested. As this occurs, motorists often resort to using local residential streets to bypass congested roadways and overloaded intersections.
The purpose of the Traffic Management Program is to help mitigate the effects of cut-through traffic caused by inadequacies in the city’s major thoroughfare system of arterial and collector streets.
This program provides a process for helping neighborhoods address problems related to speeding motorists, excessive traffic volumes, and concern for safety on residential streets.
Program Actions
Under this program the City of Lebanon will work with neighborhoods and incorporate a wide range of techniques that may be used to address unique street and traffic conditions on local residential streets. It is not the intent of this program to simply relocate traffic or traffic concerns to other residential streets, although it may be desirable to balance traffic across a network of residential streets.
Neighborhood Street Safety
It is also true that some residents drive through their own neighborhoods in an inattentive or careless manner. When residential speeding is the primary problem, the best approach to solving this complaint is by education, raising driver awareness, peer pressure, and enforcement.
It will be the responsibility of the neighborhood residents to work together to solve internal problems, but the City of Lebanon will provide resources to help the neighborhood organize to solve this type of problem. In addition, the City of Lebanon will schedule officers to enforce speed limits during peak hours.
Traffic Calming Devices
Traffic calming devices are not typically installed on streets serving as a designated transit route or primary emergency access route. Studies have shown that some traffic calming devices may also slow response up to 10 seconds per device. These impacts must be understood and considered by the neighborhood residents. School bus routes should also be considered.
